In 1998, UF alumni Paul A. Manuel, P.E. opened Coastal Design Consultants in Pasco County, FL. He is an ambitious civil engineer who’s goal was to raise the bar on quality engineering and consulting services in West and Central Florida. Throughout the years, his company’s detailed and thorough practices have grown its reputation and team, which includes experienced civil engineers, project managers, designers and consultants.

Coastal’s services include land development and planning, site work and design, construction observation and inspection and ecological services for commercial, residential, schools, government, utilities and transportation View Portfolio.

We support the Pasco Economic Development Council, Pasco Education Foundation, Leadership Pasco, Dayspring Academy Board of Directors, Leadership Pasco, Premier 1000 and Coastal Conservation Association.

Coastal Design Consultants Team of Professionals

Paul A. Manuel, P.E. - President / Principal
Mr. Manuel has 30 years (23 years with Coastal) of experience working on various public and private sector projects to achieve overall success of the projects, including complex negotiations with regulatory agencies, clients, consultants, attorneys, contractors, etc. He has developed specific expertise in working for State, County, and City Government Agencies. He has experience in project management, design, permitting, and construction administration for both private and governmental projects, including school and educational projects, roadway projects, utility projects, residential and commercial land development. Mr. Manuel has managed and completed over 800 projects on behalf of his clients over the past 23 years as the President/Owner of Coastal Design Consultants, Inc. He has experience with coordination and permitting with the Southwest Florida Management District (SWFWMD), Florida Department of Transportation (FDOT), and the Florida Department of Environmental Protection (FDEP). Paul has worked on over 80 school related projects.
Gregory B. Wegener, P.E. - Project Engineer/Manager
Mr. Wegener has 27 years (8 years with Coastal) of experience working providing engineering services for a wide array of commercial, residential, school, and educational projects in the Tampa Bay area. His areas of expertise are in commercial and residential land development and permitting including the production of construction drawings for paving, grading, drainage, and utilities. His experience includes project master planning, project management, engineering design, permitting, and construction administration. Mr. Wegener is proficient with the latest stormwater modeling software and has experience with the design and permitting procedures of the Southwest Florida Management District (SWFWMD) in areas of storm water hydrology, treatment/attenuation for both small and large-scale watershed hydrology projects, the Florida Department of Environmental Protection (FDEP) for stormwater and utilities projects, the Florida Department of Transportation (FDOT) for drainage, right-of-way use, and connection permits.
Hunter P. Brown, P.E. - Project Engineer
Mr. Brown has 14.5 years (12.5 years with Coastal) of experience in project management and design of various public and private sector projects. His experience includes school and educational projects, roadway projects, utility projects, residential and commercial land development projects. He has experience with the design and permitting procedures of the Southwest Florida Management District (SWFWMD) in areas of storm water hydrology, treatment/attenuation for both small and large-scale watershed hydrology projects, the Florida Department of Environmental Protection (FDEP) for stormwater and utilities projects, the Florida Department of Transportation (FDOT) for drainage, right-of-way use, and connection permits. His background also includes construction observation for site development, roadway, utility, and stormwater projects.
Thomas O’Brien - Senior Microstation Designer
Mr. O'Brien has 35 years of experience (19) with Coastal) in design of various civil engineering projects while specializing in areas of roadway, sidewalk, and utility design. Mr. O’Brien is proficient in all aspects of working with Microstation and GEOPAK. Mr. O’Brien has created vertical and horizontal alignments, processed cross sections from existing and proposed input files and generated earthwork quantities, calculated quantities to text files, produced sections and quantities, and maintained GEOPAK plotting database. Mr. O'Brien is proficient in plans production in accordance with the FDOT plans preparation manual. Mr. O'Brien is certified in FDOT Traffic Control (MOT) design and plans preparation. Mr. O’Brien is proficient in computation book review and quantity calculations. Mr. O'Brien is familiar with FDOT rules and regulations and has worked with many FDOT and County project managers in the completion of projects. In addition, Mr. O'Brien serves as a CADD manager and CADD standards supervisor.

Cuyler Lutz – Senior CAD Design Technician

Mr. Lutz has 6 years with Coastal in practical experience in civil engineering, land development design, and planning. Mr. Lutz is proficient in working with Autodesk Drafting Software such as Civil 3D for professional applications including civil engineering. Mr. Lutz has experience creating vertical and horizontal geometry, grading and drainage design, utilities design, cross sections, and details. Drafting/Design abilities include Minor Subdivision Plans, Commercial/Industrial Site Plans, and Construction Details. Mr. Lutz is experienced in conceptual and construction design of municipal, educational, residential, and commercial infrastructure.


miguel perlazaMiguel Perlaza - Senior CAD Technician

Mr. Perlaza has more than 18 years of working experience in AutoCAD and IT Computer Services. He started with Coastal in 2022, and has continued gaining practical experience in civil engineering, land development design, and planning. Mr. Perlaza is fluent in both English and Spanish and has a background of projects including a 250-unit development, townhouses, condominiums, government facilities, numerous retail sites, heavy to light industrial, storage sites, cemeteries, and recreational facilities. He is proficient in working with Autodesk Drafting Software such as Civil 3D for professional applications including civil engineering and has experience creating vertical and horizontal geometry, grading and drainage design, utilities design, cross sections, and details. He is a lifelong student who enjoys learning new foreign languages and writing books.

Aldrin GilerAldrin Giler - Senior CAD Designer
Mr. Giler has over 25 years of practical experience in civil engineering, surveying, land development design, and planning. Mr. Giler is proficient in working with Autodesk Drafting Software such as Civil 3D for professional applications including civil engineering, surveying, and landscape. Mr. Giler has experience creating vertical and horizontal geometry, grading and drainage design, utilities design, cross sections, details and landscape design. Drafting/Design abilities include Major/Minor Subdivision Plans, Commercial/Industrial Site Plans, and Construction Details. Mr. Giler is experienced in conceptual and construction design of municipal, residential, and commercial infrastructure.

 

Jana TripJana Tripp - EIT (Engineering Intern)
Ms. Tripp graduated from the University of South Florida (USF) with a Bachelor of Science in Civil Engineering. After passing the FE exam, Jana has been working towards her professional license. She has 4 years of experience working in the civil engineering field and joined Coastal’s team in 2022. Jana is committed to the importance of communication, attention to detail, design excellence, and safety. Her design experience includes school, educational, residential, and commercial land development projects. She is gaining experience with the design and permitting procedures of the Southwest Florida Management District (SWFWMD) in areas of storm water hydrology, treatment/attenuation for both small and large-scale watershed hydrology projects, the Florida Department of Environmental Protection (FDEP) for stormwater and utility projects, and the Florida Department of Transportation (FDOT) for drainage, right-of-way use, and connection permits.

Her experience in appraising has provided a unique knowledge of property related information that has proven a benefit to Coastal projects in the areas of research, scope writing, evaluations, due diligence analysis, route, and PD&E reports. She has experience with property and general research, writing various report types, scope of services, and requests for qualifications. She has experience with the permitting procedures of the Southwest Florida Management District (SWFWMD), the Florida Department of Transportation (FDOT), and Florida Department of Environmental Protection She has specific expertise with the permitting procedures of several local and county governments in the counties of Pasco, Hernando, Hillsborough, and Pinellas.

 

Stephanie CastagnaStephanie Castagna - Permitting Coordinator

Amanda BeatyAmanda Beaty - Permitting Coordinator
Ms. Beaty has 16 years of experience in office management and is a licensed insurance adjuster in 24 states. She has a background managing inventory processes for 32 warehouses for a publicly traded company. She started with Coastal in 2022 and has been working on various public and private sector projects. Her role as Permitting Coordinator includes coordination with project engineers, regulatory agencies, clients, utility agencies, etc. to help achieve overall success of the projects. She has experience with the permitting procedures of the Southwest Florida Management District (SWFWMD), the Florida Department of Transportation (FDOT), and Florida Department of Environmental Protection. She has specific expertise with the permitting procedures of several local and county governments in the counties of Pasco, Hernando, and Polk. She is extremely organized and will assist in coordinating Coastal projects through the various phases of preliminary planning, design, permitting, and construction. She has extensive customer service experience and has excellent communication, analytical, and critical thinking skills required to keep and update accurate records as well as implement organized and efficient procedures throughout Coastal’s projects.
Ana VanVliet – Receptionist / Administrative Assistant
Mrs. VanVliet has 23 years (1/2 with Coastal) of experience in general office administration, customer service, fundraising, purchasing negotiations, courier services, and filing. She is a highly motivated individual who brings a background of customer service and a positive attitude to assist Coastal with general office work, while learning the basics of civil engineering services.
erin-pilcher-coastal-design-consultantsErin M. Pilcher - Accountant/Office Manager
Mrs. Pilcher graduated from University of Florida’s Warrington College of Business, with a degree in Accounting from the Fisher School of Accounting. She started off her accounting career preparing tax returns for individuals and corporate businesses, and started working for Coastal Design Consultants, Inc. in 2008. She handles all of the internal accounting and office management for Coastal. She has extensive experience billing to private clients and municipal clients. Specific billing and accounting procedures have been developed and maintained for thirteen (13) years with Pasco and Hernando County Departments and the Pasco and Pinellas School Districts.
